Magic Weapon is useless in most games. I feel bad for the dirt farmer game where people don't have +1 weapons by 7th level.
It's okay to feature spells that are only relevant in specific campaigns.

Assuming the campaign is internally consistent, there's no need to feel bad for PCs in such campaigns; the content is presumably balanced on the assumption Magic Weapon will be a significant source of magic weaponry.

Yes. You wouldn't just automatically have NPCs lose their Concentration spells. That would be playing the game on easy mode for no good reason.
Maybe a new rule for concentration would be:

You only make 1 save for concentration on a single turn. I don't know how to determine the DC yet.

I thought so too when I initially started playing, but after playing a cleric for a bit I think 5E healing is fine where it currently is at, if not too plentiful.
What do you mean by "currently"?

Because if you mean 2014 rules, you're out of luck - 2024 rules will increase healing.

I do think people overestimate the "issue" with healing.

Low levels, 5e in combat healing is often equal or stronger than 3e healing. Its not until 6th level that it starts to slip away, and really more like 8th level where it starts to become really noticable. But also 3e characters have a lot more hp in general (due to con boosting items practically being a staple), so I would argue that 5e healing as a % of total HP is probably still higher than 3e. But.....5e casters have fewer slots, so the amount of healing as compared to your % of spell slots used is more penalizing on the 5e side.

Now 3e heal blows away the 5e version, but again we are talking levels that most players never or rarely see, so if you consider the "sweet spot", combat healing is overall still pretty good.

But.....it can be better!:)
In my experience, 3E healing spells were mostly irrelevant, since wands of Cure Wounds were basically free and unlimited.

(Yes they cost gold, but they were stupid cheap)

Those just shouldn't have been a thing. Make it so divine spells can't be wanded, and you're golden.
