If it escaped the Champion it might. But that's a subclass not a class thing.Survivor would disagree.
And pre-3.0 there was a soft cap at level 10.But it's also just been true for fighter in nearly every edition. They hit with a weapon at level one, and hit with a weapon at level 20.

People have been doing fine with standard array and point buy. We don't need random d6s.Hard line of "No" for that. Rolling d6's for scores is essential to D&D.
