Which, to me, means that it would follow the normal rules on encumbrance. Which probably means you'd want to cast Fly on the strongest characters, if they're going to try to carry someone. The winds will be a hazard as well. You'll probably do fine, but it's going to be tricky.
EDIT: Looking into it: No one in the party (other than Kahru) is very strong. The good news is, they're probably not very heavy either. Donnell is strongest (at 13), but is probably skinny. I imagine Doc as ropey but gaunt, so he's probably not heavy. The Colonel is probably heaviest. In spite of Gimlak being a dwarf, who I have always imagined as dense-fleshed (for the CON and/or HP boost) he's the weakest, and probably no heavier than Donnell or Doc. So it comes down to equipment. I assume that the Colonel's equipment is heaviest. I'll say that anyone can carry anyone else (other than maybe Gimlak carrying the Colonel) as long as you leave any "non-essential" gear (primarily food and water, and probably things like carpenter's or smith's tools, if you have any on your sheets) behind.
BUT. It will be awkward and slow-going, and possibly dangerous. We're going to need some checks at the very least. Do you want me to run it as a three-round-challenge?
@Tonguez can fly down and show the way, which might not always be obvious to someone not used to flying (or not used to flying in these conditions) particularly with the wind in your face, and starting from a place of hiding, where you can't see your destination. AND you want to avoid the Frost Hawk or the Roc-Rider spotting you, or the Frost Giant hearing you when you get closer to the 'window'.
