Yep, you can also add in gloves and a weapon. Note that the armor only works on healing powers that target someone, while the brooch is easier.

The power would need the "healing" keyword for the armor, right? What's an example of where one would apply but the other wouldn't?

Vigorous Cadence, Stirring Shout, Battle Standard of Healing, Astral Seal, Recovery Strike, etc...

Basically there are lots of powers that don't have a "target" that is healed. For those, the Healer's Armor or Gloves of the Healer don't apply.
 

This may be worth forking over to a new thread, but is there anyone out there who reads the below armor to heal an enemy targeted by Astral Seal (which is a healing power)?

yes, you could read it like that.

We the peopleof the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.
You could also read that bolded part as the Government having a legal obligation to solve your marriage issues.


But it would be idiotic to do so.


More to the point, RAW can mean many different things based on how you define your terms and read a sentence.
 

More particularly, it says "additional", so it only heals the targeted enemy if the power heals the enemy in the first place.

Iffy RAW argument.
Blatant intent violation.
Goes against intuition.
Not particularly useful from a balance perspective.

IMHO it's a non-issue.
