Metamagic and Warlocks, and pesky wands

My Warlock player has begun to ask me about metamagic feats and his Warlock. I coulnd't find any reference to said feats, but I'm sure that they must somehow work.
I thought that the feats in the MM, al least a couple, do work for the Warlock, but the
Quicken and Empower spell like ability say that you may only use a spell like ability of (much less than) the users level. How do they work with Warlocks? The Warlock can't dumb down his abilities.

Also, when a PC uses a wand that requires a ranged touch attack, does that PC use their own ranged touch attack? What about DC of the spell in the wand? PCs or the crafters?

Thanks to all help in advance. The Warlock is cool, yet somewhat confusing in how its written.

- Metamagic Feats apply only to spells. Warlock don't cast spells.
- Quicken SLA or Empower SLA can be used to empower a warlock's Eldritch Blast or some of his invocations. The choice is pretty limited, though.
- You use your own modifier on ranged attacks while firing a wand.
- The spell DC for a wand is determined by the crafter.

To be precise, it is determined by the spell level of the spell, and only that. The DC is determined this way: 10+spell level+(the modifier for the minimum spellcasting ability score to cast that spell)
In the case of, say, Fireball, this is 10+3+1=14. This is because the minimum Intelligence a Wizard has to have to cast 3rd level spells is 13, and an Intelligence of 13 gives a modifier of +1.
 

The warlock entries talks about how metamagic works for warlocks. It does say to use the MM feats for the effect, and it describes how the feats interact with warlock spell likes.
 

Also, be aware of the erata for a warlock's eldritch blast - it's now treated as a 1st-level spell unless modified by a blast shape and/or blast essence, meaning that the "meta-SLA" feats can actually be used on it.
 

Thank you all, I re-read the Warlock entry, and found what I missed. I am going to check the errata stuff also.
