If move (on the ground since I can't see and otherwise I'll stall) 5ft more north, I'm pretty sure I can make a full attack using blindsense but they'll have a 50% chance of missing, right?
If that's all true Full Attack with PA+4 so that when it does land it should hurt...

We'll use Control Water to raise the water level of the little river by 2ft per caster level (I don't know what my caster level is, sorry to make you look it up). That should make it spill over into the arena and spread out on the land. but since there is 6 times as much land area and water surface area, that should result in only 2ft of actual rise per 6 caster levels... at least for my first usage of the power... So if I have CL18, that should be 6ft of water for our friendly man-sized opponent to deal with.

If there is still wind in this arena, the fog would have blown away after one round.

Mills will try to dispel the wind if it still is in the arena. If not, Mills will try to scare Maod.
 

Only the southern portion of the cloud is blown away, but Mills can't see the portion south of the victory zone.

Round 198: Mills dispels the cloud and sees Maod at 85N60E. Mills has a move action available, otherwise Maod bleeds for 6 and starts round 199.
