It's from the Vex property of the psychic blade, which automatically applies to an attack against the same creature. (If the first one hadn''t been dead, Anson would have had advantage on it.

(Using two blades is an opportunity cost for rogues, since it means they don't use Cunning Action, fwiw.)

do you not need to hit with a vex weapon for the next one to be at advantage?

It didn't really matter because you would have hit anyways but I'm trying to get things straight.
