I've read through several threads on low-light vision rules but still need further clarification.
In my current game my players have been adventuring in a pyramid and are preparing to enter into a subterranian city. Their primary foe are humans who have lived underground for centuries. Throughout the pyramid I've provided some light sources thinking that the foes have adapted to living in the darkness somewhat, so they have low-light vision. Light sources aren't as close together because they can see further with some light sources provided.
Now moving into the subterranian city, the primary light sources will be bio-luminicant plants on the cave ceiling and lanterns placed far apart, casting the city with enough light to look like a moonless night above ground. The idea would be the underground natives wouldn't have to carry their own light sources, since they can see well in the low light, but my adventurers will be at a disadvantage. They will have to carry light sources to see adequately (and single them out that they probably aren't native to the cave).
My question is:
Can something with low-light vision easily see in perpetual nighttime light without the aid of carrying a light source with them?
I don't want to change the foe's ability to Darkvision, because they can't see in total darkness. I've established that they need some light to get around. I also have them using melee weapons exclusively, as they've lost the need or ability to use ranged weapons well in the dark.
