It still wasn't a problem. As a daily, it was about on par with most other dailies.

I have to respectfully disagree- multiple targets, high damage plus blind is amazing. I've dmed four different 4e rogues from 1st level, and I tell ya, blinding barrage was by far the best 1st level daily any of them ever had.

A couple of 'em even retrained to get it.

Where by "on par with" you mean "taken by every single rogue I ever saw played, and taken by many even after it was nerfed"?

Rogues have a lot of control in their powers. Blinding Barrage, however, out-controls many wizard dailies while still doing striker damage pre-errata.
 


The last year or so (starting a bit before Essentials) has been spent trying to re-balance 4e to make it a little less objectionable to old-schoolers.

The wizard is being incrementally beefed up, getting more powers with every new product. Non-controllers are seeing their control nerfed to make the wizard better by contrast.

The old-school thief was whimpy, but with good skills, so the rogue has gotten mildly nerfed.

The old-school cleric was mostly about healing, so the cleric's non-healing (especially controllerish) things are getting nerfed. When there was a hew and cry over the extreme templar nerf they backed off a bit, and Battle Cleric's Lore came out by way of compensation (not quite the old self-buffing cleric, but quite the bad-ass).

Things have generally been getting messed up for a while now. I think 4e was probably better prior to the PH3 and Essentials than it is now.
