spell damage scale

Is there a set of rules out there that outlines how spell damage should scale (eg, damage dice, damage cap, etc) with spell/caster level, configuration (eg, ray vs aoe, etc), school, etc?

I could have sworn there was some sort of official or semi-official document that described this, but I can't find it.
