Currently, the Hulk's intelligence is pretty good. He's not a Banner-level genius, but he has an instinctual feeling for fighting and commanding. The Hulk isn't subtle, his rage will almost certainly put innocents at risk, and that's not something that either side of the registration debate will stand idly by and watch. Heck, it's more than possible that the heroes on either side won't stand idly by and watch ANY lives be endangered without springing into action. The enemy of my enemy is my friend. Hulk will be the common enemy, and the common ground bringing the sides back together.
