Touch attacks with Sneak damage?

Can an attacker score sneak attack damage with a touch attack?

For example, can a rogue/wizard make a successful shocking grasp attack on a creature he flanks and gain the benefit of any sneak attack damage he is allowed?

It works with ranged touch attacks, too. This leads to silliness like high-level rogues taking one level of sorcerer, and doing 1d3+10d6 damage with Ray of Frost.

The same high level rogue could probably shoot a couple of arrows instead doing 1d8+10d6 points of damage EACH too. Granted, the touch attack is easier to make, but probably not so much that it's unbalanced. I don't see the big deal. You either have rogues doing a lot of damage with sneak attacks or not.

Silliness, of course, is in the eye of the beholder.
