Undead etc "Loose a Surge" !!!

By RAW, unless the effect specifically says otherwise, nothing happens.

Some people like to house rule some effect (like losing a surge worth of HP, or HP equal to your level), but there is no blanket official rule that covers it.

Note that most effects that include the "target loses a healing surge" bit also inflict damage already. That damage, even if minuscule, should be scary enough to a character that's out of healing surges, without any additional boosts.

How does it work when you have no surges left.
But have lots of HP's.
What is the RAW on that ?
Keep in mind that undead *do* have surges. Heroic-tier monsters have 1 surge (Paragon have 2 and Epic have 3). Monsters just usually lack a way of accessing these surges.

The RAW is that nothing happens.
Some people say they should loose LEVEL/HP or a Healing Surge Value of HP but the RAW is that nothing happens... they just cant heal.

Realistically although some people CALL for something to happen here, something does happen --- they are effectively on their last legs and any other type of attack could force Death Saves if enough pressure is piled on.

I heard of a DM that used a monster which had a power that stripped healing surges... once they were down he would grab the player and self distruct causing a massive amount of damage.. the DM did this because he was a little TPK crazy (perhaps he was running a Delve, I dont remember) but the effect was that the player suffered near death damage and was taking ongoing damage as well... within 2 turns he was Saving for Death

I think this depends on the situation doesn't it? If you have no HS's left, and some attack takes 1 from you, by RAW nothing happens. Only if your DM houserules some effect...(or the power specifically defines something)

However, if its an environmental/endurance type skill challenge, then you lose your level in HP's.

Is this not correct according to the Compendium?

I had a dog named Surge once. I let him loose on undead all the time and he did quite well, particularly against skeletons. He loved leg bones.
