The Way Of The Dragon Slayer

Dragon Shape
Starting when you choose this tradition at 3rd levels you take on some of the attributes of a fire dragon. You gain resistance to fire damage, and can use your reaction to eat magical flames that were not created by your character when you do so you roll 1d10 plus your wisdom modifier and your proficiency to gain 1 Ki point for every 10 you roll. You may eat any flames within 5ft of you. At 6th, 11th, and 17th level the amount of d10s you roll increase by 1d10.

Fire Dragon Arts
Starting at 6th level you can attack like a dragon. On your turn, you may spend up to 4 ki points to take one of the following actions
Fire Dragon Iron Fist - You make an unarmed melee attack which deals your normal melee damage plus one additional die of fire damage equal to your martial arts die per ki point spent.
Fire Dragon Roar - You attack in a 20 foot cone with damage equal to your martial arts die per ki point spent plus 2 damage.
Fire Dragon Brilliant Flame - You shoot a ball of fire that does damage in a 20 foot sphere with a range up to 100 ft. You deal damage equal to your martial arts die per ki point spent.

Dragon Force
starting at 11th level you gain the power of a fire dragon. All attacks do fire damage and for one attack per round damage dice are doubled this state costs 2 ki to enter and 1 ki point to maintain after first round.

Dragon Soul
Starting at 17th level you take on the soul of a dragon and can expend 2 ki points to become a adult red dragon for 1 hour this ability can only be used once per long rest and
Once per long rest when you would normally be reduced to 0 hit points instead roll a percentile die and if you roll above 75 you enter your dragon form at 50 hp if you roll above a 90 you enter your dragon form at 125 hp and if you roll a 100 you enter your dragon form at full hp you can only use this ability once per long rest

I think you need to make an elemental option, similar to the Draconic sorcerous Origin. Especially since their are more than just fire dragon slayers in Fiore.
Consider having the reaction written a little better.
Such as "whenever there is a damaging magical effect within 5 feet, such as a dragons breath weapon or spell, that you matches your resistance gained from this path, you may use your reaction to reduce the damage the effect deals by an amount equal to 4 times your monk level. If this equals or exceeds the damage the magical effect would do, the effect is negated. In addition to this you may gain ki points from the reduced/negated effect. For every 10 damage that you prevented, you may gain 1 ki point. For effects that persist, if the monk uses this ability 3 times on the same magic effect, the effect is negated."

Also try to keep the abilities to specific actions, such as bonus actions and reactions. Take a look at the other monk paths you determine how effective the abilities can be thoughout the levels.

I started writing up a response a while ago but didn't follow through. Largely agree with Sean. This sounds like "Way of the Red Dragon", not generic dragon-slayer. So step one is to allow the Monk to pick an element, and then re-write all the abilities to refer to that element, not fire. (And drop "Slayer" from the title, imo)

I really like the idea of Ki-generation, but the mechanic needs to simplified and made to look more like precedents in the game. For example, you could base it loosely off of Deflect Missiles. And instead of doing all the math, just give it a simple threshold and allow it to be used a number of times per short rest equal to Wis modifier.
