Isn't Basic already a sort of SRD?

In a word? No.

It isn't legally an SRD, not in the way the 3.5 SRD was, which is the most important feature. You cannot use its material to publish a game of your own. In practice, it also isn't really an SRD, because it includes exactly 4 subclasses out of the...what, 38 available in the PHB? 5e "Basic" is a teaser, nothing more.

I know many SRD products were complete games or otherwise not the adventures Wizards hoped for.

But if we begin there: can Basic be used to publish 3PP adventure scenarios? If yes, then it would be a functional SRD. (Even if you could only meet the Basic creatures, you could still create an adventure)

But the answer would be no. Basic isn't a license, despite how Wizards have allowed tools to keep existing if they restrict themselves to Basic only.

Basic is, if I understand it, merely free. Nothing more; nothing to base your product line on.
