If Rocky can sense and reach the dragon (I'm not clear from reading the SRD entry), he attempts to grapple it.

The styx dragon partially dodges the blades (27 Ref save, 23 CL check) and takes 20 points of damage. It has 210 HP remaining.

The styx dragon does not disappear completely into the loose soil because squeezing movement is at half rate and the dragon is 15 feet long. 5 feet of the dragon are still above ground. Does that change St. George's action?

I was hurrying to the computer to fix my mistake before anyone saw it. The dragon is underground, and has a turn before the elemental appears.

Homey burrows back up 5ft, to gain cover, and hits St. George with a line of something sticky, especially once he notices the spell St. George is casting.

Greybar, where does the elemental appear now that the dragon has reappeared, and what does the elemental do (I have a rough idea )?

The huge elemental appears at 75N60E and tries to grab Homey, who bites the elemental (rolled 32) for 17-10=7 points of damage. The elemental tries again and again, grabbing Homey the third attempt (47 vs. 43 grapple), dealing 18-10=8 points of damage. The elemental fails on the pin attempt (37 vs. 55 grapple). The elemental is now at 60N60E-5Z, along with Homey.

The elemental has 209 HP remaining. Homey has 202 HP remaining.

St. George still has a full turn to take before it is Homey's turn.
