It wouldn't be that bad really. First, it doesn't give retroactive skill points, so you'd just have to worry about the levels the headbancd was actually worn. Knowing that this was a potential problem ahead of time would allow players to keep track of improvements to character each level so they know what to change. Lazy players is really no excuse for changing rules.

Bah!! I gave up on what the rules said in the second post. I can't argue with what they say, so I'll go with how dumb I think they are. "Second stage in the 10 step of never saying your wrong on the internet". :cool:

"Use your character's current Intelligence score, including all permanent changes (such as inherent bonuses, ability drains, or an Intelligence increase gained at step 4, above) but not any temporary changes (such as ability damage, or enhancement bonuses gained from spells or magic items, such as a headband of intellect), to determine the number of skill points you gain."

I house rule that it does grant new skill points if you have been wearing it since your last level up, but if lost you can not gain any new skill points until you have made up for the extras.

In otherwords "if you lose it, you are screwed for a good long time".

Theres that nasty little thing called "max ranks" that gets in the way of this being a good rule.
 

In 3.0e, Int boosted by magic items gave us skill points. Then I met a problem when I create a higher level PC or NPC. My newly created 10th-level Wizard have Int of 24 thanks to the Headband of intellect +4. But since when? On what level my wizard "got" that extra int bonuses? There was no rule to decide it. So there was no clear rule for calculating exact amount of skill points.

in 3.5e, Inherent bonus may still cause the same trouble. But those bonuses are much rarer.

We had the same problem so we decided to give retroactive skillpoints when your int increased, kinda like Con increases.

It hasn't really been a problem, as far as I can tell.

That's exactly what I'm saying, were the rules to allow it to begin with. Which they don't. So all the attribute-enhancing items can be priced roughly the same.
