Is this ability applied before or after saves that result in half damage? So if a fireball does 40 hp damage, is it 43/2 on a successful save or 23 for a Int 16 warmage?

It should be 43 or 21 on a succesful save.

Yupp, IMO, analoguous to Insightful Strike (Swashbuckler) or Weapon Specialization. Just add all together and roll the save for 1/2 damage.

We do. If I Empower a fireball I will do (10d6+10)*1.5.

We are correct in doing so ?

To my knowledge, there's nothing in the RAW to support the idea that it's precision based.

This one seems similar to the Psionic Feat Power Specialization. Does anyone else think that a bonus of +2 damage to 10d6 damage not worth a feat?

Edge is applied to all your spells that does damage.

Does Power Spec apply to only one power or all of them ? Sorry, I don't have the XPH...
