The Yuan-ti Malison Disciple of Zehir looks to be messed up in comparison to its level. As a 17th level monster it gets a +24 to hit vs. Will. That's 2 higher than it's attack vs. AC instead of 2 lower. It's also four or more higher than the other 17th level controllers' attacks vs. non-AC defenses. It's the same as a 21st level creature's attacks vs. Will.

For comparison, a 17th level PC isn't going to have a 26 Will defense. 10 + 6 Wis + 2 class + 8 Level + 4 item) is pretty close to the max at 30, and it's more likely to be closer to 24, which is he same as they're attack bonus. Only missing on a one is pretty nasty, especially for an effect that takes your action away and gives it to the enemy until you make a save, and then leaves you dazed.

It looks like someone accidentally added 2 when converting to-hit vs. AC to to-hit vs. non-AC instead of subtracting 2. Even that means they'll only miss an average PC with a 4 or lower, but it's better than nothing and I guess is supposed to be higher to make up for the attack not dealing any damage.

If you use it in a game, you may want to drop it down to equal its level. Coupled with the 3+ recharge rate two of these could easily lock down a couple of 17th level PCs, more if they're luckier on recharges than the PCs are on saving throws.
