Barring use of Feats?

Power Attck requires a 13 STR.

Do you restrict player use of this if they are hit by a ray of enfeeblement, or STR poison, reducing STR to 12 or lower?

similar to expertise, dodge, etc etc.

more inteteresting still, sicne many of these feats are gateway feats, do you shut down the entire chain? (under 13 dex = no spring attack).

That's right, you lose access to any feats you don't have the prerequisite ability score. And you lose access to all feats that have that feat as a prerequisite. Ability damage is nasty...

You lose the ability to use any feat that you don't have the pre-requisites for. You do not loose the feat itself, just the ability to use it.

Ex. If mobility didn't require dex 13, only dodge, you could still use it if your dex dropped below 13. However, most feats require all the requirements of the required feats. I think all SRD feats do at least.
 



I would not forbit the use of those feats, if it's only ability damage. Your "permanent" scores won't go down, they are just penalized.
 



Where does it say you can't use a feat if you lose the prereq? I have seen that with respect to virtual feats used as prereqs. But I could not find any such thing in the PHB.

IMHO, you can still use Power Attack even if Strength drained.
 

You can't use a feat if you've lost a prerequisite. For example, if your Strength score drops below 13 because a ray of enfeeblement hits you, you can't use the Power Attack feat.
