And I'm all for it. Everyone should be able to pick a "passive" over "active" skill/feature in many spots during leveling.

make it d12 and it's good.
They could even make it + 1d4 so it's extra uniform and always adds something, and then you have a second die to work with.
 

Literally the only time I got to playtest the last packet, the fighter picked flex because they wanted a simple option.

There's dozens of them! And I am happy there is a choice for them.
The problem has never been the simplicity of flex, the problem is it just sucks. Make it +2 damage straight up, or +1d8 on a crit, or something. You can keep it simple, just make it good.

technically it isn’t +1 to damage. It’s fine this way because it makes sense. You always get to use it when you hit. No saves, no conditions, no negation by monster immunities.

Just let it be a less spicy option.

It does not have to be good.
