Zeth has had his fair share of gems tested by skeptical jewelers and gem-cutters... This device seems to be designed around a similar principle to test the quality and strength of a gem, but it goes a step further in that it is drawing on some kind of magic to transform a gem placed within it into a gem of greater value.

It could be described as a form of dwarven alchemy.

However, the process is not meant to be static – you don't get the device set up and leave it, rather the magical energies must be actively manipulated by a spellcaster... either through force of will or expenditure of their own magical power. This requirement of active manipulation suggests that there's some dynamic aspect to the device – for example, it might be working with a living energy or the dwarves see gems as having some kind of life force.

It seems likely that just as power could be imbued into a gem (not only to enhance its monetary value, but to give it magical powers), this could also be used to repair a damaged gem, or to drain the magic from a magical gemstone. Likewise, it might be possible to take the magic properties of one gemstone and imbue them into another.

I'm kind stuck as well. With my poor mechanics roll I can't get the press working. Not sure who else can figure it out. I think we need to just move on and we can come back later when we aren't under such a time crunch.
