Also, if an 8th level caster uses this empowered, is the effect (d6+4)x1.5 or is it ((d6x1.5)+4) ?

Damage would stack penalties would not.

And I believe it'd be (1d6+4) x1.5.

Do you really want a first level spell doing 1d6+5 strength damage per shot multiple times on someone? That's why it's a penalty and not damage. I'll go try and find the quote.

Empower affects the variable numerical effects so it is (d6 x 1.5) + 4

Check the examples in the PH folks, empower affects the entire die roll, including bonuses: (d6+4) * 1.5.

The variable numeric effect is "how much of a strength penalty", which is 5-10. Thus, empowering that gives (5-10)*1.5.

As James said, the example in the book uses magic missile, and includes the +1.
