Yeah, and that's where I see the fault... something like this should be made an option or a function of a skill (Move Silently), not a feat (much less a racial feat) or a class ability.

Too many too little things are made into feats.

Sure. The target would need to be unaware of you, and you would need to take the target into negative (not 0) hit points in a single strike. Additionally, this would require a Move Silently roll. I don't know what penalty I would assign to this roll. Probably the same penalty that applies to Hide rolls when sniping.

Of course, that's just my ruling. I don't know how it fits with the RAW.
 

If you want to do really stealthy attacks you need to use weapons designed for this purpose. I DMed a game where the rogue used a garrot which allowed the grapple automatically as part of the attack.

ah, the garrot. so refreshing to see it make an appearance in d20. where is it? Complete Adventurer or Complete Warrior?
 

I would handle the situation like this... when the Surprise Round ends, and the new round begins, the target of the attack can then (if able to do so) shout an alarm (maybe even only from when the target's first action comes up).

sounds like a good resolution. the warning shout would be a free action. dm's discretion whether he had to wait his turn or not.
 

i believe the garrote was in the old Songs and Silence book (3 ED)

Basically,

Step 1
You provoke an AoO from the target you are trying to garrote. If the AoO deals damage, then the garrote fails.

Step 2 Getting the garrote into place
You need to loop the garrote around the victim's head by making a successful melee touch attack, to grab the target. (Unlike a normal touch attack, this does not allow you to ignore the target's armor. If your target's neck is also protected, you might not be able to place the garrote properly.) To determine garrote AC, use its size modiefier plus any of the following special modifiers that apply

Nat AC = AC bonus
Full Plate = +4 AC
Leather collar = +4 AC
Gorget = +10 AC

If you fail to hit with the melee attack, the garrote fails. However, if you have multiple attacks (due to a high BAB), you may attempt again with the lower BAB attacks


STRANGLE

Make a grapple check, if you succeed, you have started to strangle your victim. You immediately deal the garrote's damage for that type. You get to add 1 1/2 x STR mod, for using 2 hands.

If you fail the grapple check, you dont start stranglingor deal damage. Your target slips free and is no longer grappled. You do not automatically lose the grapple check if your target is 2 or more sizes larger than you are.

After you succeed in strangling, move into the target's space. Moving as normal provokes AoO's from threatening enemies, but not from your target.

It's such a common thing in fantasy that it should just be a regular ol' option...

I don't remember seeing that.
The Navy SEAL thing was a 5 level advanced class for d20 Modern, and they got the silencing thing at level 5.
