If you don't care about swapping weapons you can still make the 4 attacks if you are wielding light weapons like 2 scimitars or a scimitar and a short sword.
Sorry, no swapping weapons in the middle of combat. I may say you can drop a weapon and draw but no way am I allowing a player to sheathe and draw.

Best thing weapon swapping can do is let you also have a shield.

Also I think (haven't confirmed) you can stow OR draw each attack. So while it may work turn 1, you'll end up with the wrong weapon in hand for turn 2. Or maybe no weapon for opportunity attacks.

And I expect most DMs will say no, even if it's RAW.

Though now I kind of want to make a 1 armed fighter, who just keeps swapping weapons...

great if you've got, like, a Flametongue or something that does extra damage on each hit. Or for a Champion with the increased threat range.
TWF and Dual Wielder still required a "different" weapon.
And your opportunity attack will still hit for less.
So they still are behind in that regard.

But it's definitely closer to damage compared to 2-handed builds.

I may be wrong, but i was told I could pick up mastery with a feat, not sure if it's an origin feat or a 4th level one.

for now just assume I have monk levels, and extra attack feature and a nick useable weapon...
Gotcha. In that case, 4 attacks, 5 if you spend a focus point. Two with your action due to Extra Attack, one with two-weapon fighting (assuming one of your two attacks with your action is with a scimitar), and one unarmed strike as a bonus action. If you spend a focus point, you can make a second unarmed strike with your bonus action with Flurry of Blows.

If you want to house rule that then that is up to you however 2024 specifically lets you and in the videos has been encouraging it. Personally I don't like the golf bag of weapons trope but I do like being able to draw a new thrown weapon for each attack.

In the 2024 rules, sheathing and dropping are both part of the single interaction you get when you attack.
