So, Focused expertise is a feat bonus, whereas implement and weapon expertise are separately untyped bonuses? Wouldn't that mean half the conditional feats in 4E wouldn't stack with Focused Expertise? Don't most of those grant feat bonuses too?

There are a lot of feat bonuses, yes. Expertise is a feat bonus as well, but it applies to all attacks. It does make a lot of the conditional ones obsolete, or at least less impactful.

Looking at implement expertise, it does not appear to state anywhere that the attack bonus granted is a Feat Bonus. Is this automatically assumed unless stated otherwise?

Implement Expertise said:
Benefit: Choose a type of implement. You gain a +1 bonus to attack rolls with any implement power you use through that type of implement. The bonus increases to +2 at 15th level and +3 at 25th level.

Doesn't say about a feat bonus anywhere, which was why I was confused.

Whoops... forgot that it's a house rule of mine. Anyways, focused expertise is not a feat bonus as well. Untyped bonuses stack with other bonuses (feat, power, item, etc)

Focused Expertise

Heroic Tier
Benefit: Choose a weapon that you can wield as an implement. You gain a +1 bonus to attack rolls with any implement or weapon power you use through that weapon. The bonus increases to +2 at 15th level and +3 at 25th level.
Special: You can take this feat more than once. Each time you take this feat, choose a different weapon that you can wield as an implement. This bonus is not cumulative with the one provided by Implement Expertise or Weapon Expertise.[/sblock]

Yes, if it gives you a bonus through a feat, it is considered a "feat" bonus, and the "bonuses of the same type do not stack" rule applies.

long as you have the feat.

Untyped bonuses from feats do stack by RAW. Not expertise ones though as corrected in the Errata.

From the PH2 errata:

Implement Expertise [Addition]
Player’s Handbook 2, page 185
Add the following sentence to the end of the Benefits section: “Even if an implement
qualifies for this bonus more than once, you can apply the bonus only once when using
that implement.”

Weapon Expertise [Addition]
Player’s Handbook 2, page 190
Add the following sentence to the end of the Benefits section: “Even if a weapon
qualifies for this bonus more than once, you can apply the bonus only once when using
that weapon.”

So, the expertise feats are untyped bonuses that do not stack with themselves? So they'll stack with anything ELSE? Or am I misunderstanding something(I also do not have access to any errata)

Yea, you got it right Theroc. The simple reasoning was that they didn't want two feats to both give +1 to attack, they felt it was a bit overpowered. Sorry for all the confusion, but that's part of the D&D fun :D
