I am pretty sure only maybe Shadow and Kitsune MIGHT be returning. Paladin might be an recurring NPC but other than that, no characters committed yet. I say go for what you want

OK now THAT is a great idea hehehe not sure that everyone wants to do that... IF you want to do that... how about just for the "Base" 1 rank in Sidekick will make her PL 6 with 100 Power Points. To start you can't put any additional ranks in Sidekick but after that you, each point getting her x5 power points.

But otherwise, if the Shadow wants to focus more on Melee, I like the idea of Enhanced Strength only in Darkness. That is a good theme for him

Speaking of other games... I don't have the latest Marvel, but the do kind of like the updated FASERIP old Marvel Retroclone. I also was in on the MASKS kickstart game. It is all kinds of Teen Super Angst

Actually, my idea was a kind of reluctant teen magical girl. She's an avatar of some kind of light based entity with dazzling attacks that are more powerful when does the gestures and incantations as typical in magical girl shows. Why is she reluctant? Her alternate form/secret id is a teen boy who thinks her outfit, her Super, Awesome Light of Goodness incantations are lame, and of course, he fears folks finding out he's the person under the skirt and cape.

I used some champions termimology there. Does M&M handle partial limitations? Say, a power has 8 ranks. But 4 of them are limited by gestures, incantations, and an activation roll to see if she mustered enough enthusiasm while doing the gestures and incantations.

Sure you could do a partial limitation, depending on the base power.

For example the Damage power is the basic 3rd ed. attack/damage power and costs 1 power point per level. If you want to do Blast, by making it ranged (standard) it costs +1pp/rank or 2pp a level. For a rank 8 Blast that would normally cost you 16 points. You could put a limitation on 4 ranks of that saying you need 'gesture and spoken words' to bring to cost down to 12 points. This would mean you use gesture and speak your words of power you can cast the spell at rank 8, or you can use it at rank 4 but remain silent and not move, etc.

It would have to be power that costs at least 2 points a rank or has a cost of 2+
