We've got a valor bard warchanter in our party, and the DM recently discovered that the player had been a little too generous with the temp hps. 
Out of curiosity I looked up the relevant abilities to see how they interact. I can see a couple of ways they could piece together, and I'd like your input as to which one makes the most sense.
Warchanter's Inspire by Word (11th level): When an ally gains temporary hit points from your Virtue of Valor, you gain the same number of temporary hit points. In addition, when you reduce an enemy to 0 hit points or bloody an enemy, one ally within 10 squares of you gains temporary hit points.
Virtue of Valor is pretty straightforward, even with this paragon path ability - once/round an ally bloodies/kills an enemy and gains temp hp, so the bard gains the temp hp too. For what it's worth, he also has a feat that grants +2 damage beside those temp hp.
The part that I'd like clarified is the sentence starting with "In addition". I see two possible interpretations:
1) It modifies virtue of valor. 1/round when bard or ally bloodies/kills, grants temp hp to ally and bard, adds +2 damage.
2) It's a new and separate ability. Many times/round when bard bloodies/kills, grants temp hp to ally only, doesn't add +2 damage.
Which of those options is correct? Or is there a secret option 3 that I missed altogether?
